The State's code reaches rural and unincorporated land, but plenty of Arkansas has no building department to walk into, and the honest answer differs county by county. So does the dirt: Ozark limestone, Delta clay and the loess of Crowley's Ridge are three different foundation problems. We treat them that way.

Grouped by region rather than alphabetically, because the first useful question is which end of the state you are building in. Arkansas has no independent cities — every one of the 75 counties governs the ground outside the city limits — but county authority here is opt-in and mostly unexercised: a county judge may create a planning board, and only then can zoning be adopted and enforced by refusing a permit. Where no board exists, there is no permit to refuse. And since March 2025 the cities' extraterritorial jurisdiction is gone entirely, so land in the old one-, two- and three-mile rings around Fayetteville, Springdale, Rogers, Bentonville, Conway, Jonesboro, Fort Smith and Little Rock answers to the county now. Who reviews your drawings, what they charge, and whether anyone reviews them at all is decided place by place.
